Brazil’s National Consumer Secretariat (SENACON) has taken a decisive step toward creating a transparent gambling environment by banning some gambling bonuses. This includes sign-up offers, upfront payments, and other promotional incentives, as mandated by Order No. 2,344/2024.
The prohibition reflects a broader effort to prioritize player protection, ensure responsible gambling, and promote a regulated market free from predatory marketing tactics.
The order aims to curb practices that encourage impulsive betting by offering seemingly risk-free rewards. Advertising such promotions, even under the guise of marketing campaigns, is now strictly forbidden across Brazil.
Additionally, operators must suspend any betting advertisements targeting minors, emphasizing the country’s commitment to shielding vulnerable populations.
Non-compliance carries significant financial consequences, with daily fines of R$ 50,000 (€ 8,000). To avoid penalties, operators are required to submit transparency reports within 10 days, detailing their compliance measures. These regulations apply to all operators seeking a spot in Brazil’s newly regulated betting market, as outlined by the Secretariat of Prizes and Betting.
With some bonuses off the table, operators must rethink how they engage players while still promoting responsible gambling. KTO, one of the biggest bets in Brazil, for example, chose to educate bettors while promoting odds and cashback rewards. These are some examples of their approved promotions:
In general, incentives for sports betting, such as odds, cashback, and early payouts help players engage in one of their favorite verticals while still learning about their favorite teams. By banning traditional bonuses, Brazil’s regulators are signaling that long-term market sustainability depends on fairness, transparency, and player welfare, focusing on exceptional player experiences built on trust, safety, and innovation.
Instead of relying on flashy incentives, operators will need to invest in user-centric strategies such as enhanced customer support, responsible gambling tools, and data-driven insights for personalized services. Mobile apps, platform security, and game variety will become critical differentiators in a market now driven by quality and integrity rather than promotional gimmicks.
Brazil’s bonus ban sets a high standard for global iGaming regulations, emphasizing that player protection and market growth can coexist. As the Secretariat finalizes licensing procedures, operators willing to adapt and innovate within these guidelines will find ample opportunities to thrive.
The ban is more than a restriction—it’s a blueprint for a safer, fairer betting industry where engagement is built on trust, and players can enjoy gaming without deceptive marketing practices. The future of Brazil’s iGaming market is driven by innovation, responsibility, and transparency.
